Allen Taylor, a 36-year-old Black man from Dubuque, was killed during an eruption of gunfire in the early morning hours of July 9, 2023. At approximately 2:30 a.m., Dubuque police officers were called to the 2500 block of Broadway Street after receiving a report of a disturbance followed by several shots. The shooting reportedly occurred during a gathering or house party and transformed the residential scene into chaos before officers arrived.
Police found four adults suffering from
gunshot wounds. Taylor was transported by ambulance to UnityPoint Health–Finley Hospital, where he was pronounced dead. Three other people survived the shooting with injuries described as non-life-threatening: Levon'ta Collins of Dubuque, Francis Thompson of Dubuque, and Tyrell Saunders of Coralville. They received treatment at hospitals in the Dubuque area.
Investigators later said the violence appeared to have grown out of a disagreement between two groups of people. Police indicated that those involved were acquainted with one another and said there was no continuing danger to the general public. Surveillance images from the area reportedly showed three hooded individuals outside the residence, including at least one person who appeared to be holding a firearm. However, authorities did not publicly identify those individuals as confirmed shooters, and the available images did not immediately lead to charges.
In the days following Taylor's death, detectives interviewed witnesses and reviewed evidence connected to the gathering, the disturbance and the gunfire. Police continued collecting information from people who had been present and sent physical evidence to a crime laboratory for examination. Because several people were wounded and multiple individuals were reportedly present when the disagreement began, investigators faced the difficult task of determining who fired the weapons and which shots struck each victim.
An individual was taken into custody on an unrelated outstanding warrant on the day of the shooting, but police emphasized that the arrest was not for Taylor's killing. No person was charged in connection with the gunfire, and authorities did not announce the name of a formal suspect. Updates later in 2023 indicated that investigators were still awaiting crime-laboratory results and conducting follow-up interviews.
By the first anniversary of the shooting, no arrest had been made for Taylor's death. Police had not filed homicide, weapons or assault charges arising from the incident, and no suspect had been publicly linked to the killing strongly enough to face prosecution. There consequently has been no trial or conviction in the case.
