In the pre-dawn hours of a cold Tuesday in Cedar Rapids, Iowa, the life of Jose Eduardo Millan-Ramirez, a 22-year-old Hispanic male, was brought to a violent and tragic end. On January 28, 2020, at approximately 3:37 a.m., police were dispatched to the Ashton Place Apartments in the northeast quadrant of the city following reports of a shooting.
