On November 26, 2019, at approximately 8:45 p.m., a shooting occurred at the Windsor Park Apartments in Salt Lake City, Utah. Responding officers found Leticia Smith, 56, with a gunshot wound to her stomach at the top of the stairs inside the apartment. Her live-in boyfriend, Steven Howard Scruggs, 47, was discovered outside the residence with a gunshot wound to his chest. Both individuals were transported to a local hospital, where Smith succumbed to her injuries.
