Demetrius Omar Lateef Allen, a 27-year-old Black / African American male professional bull rider known as Ouncie Mitchell, traveled to Salt Lake City, Utah, in September 2022 to compete at the state fair. He had arranged to stay with LaShawn Denise Bagley, a 21-year-old woman with whom he was in an "on and off" relationship. On the night of September 12, after attending the fair, Allen and Bagley went to a downtown bar where they got into an argument.
Following the dispute, Allen went to Bagley's apartment to collect his belongings.
Upon his arrival at the apartment complex near 900 South 200 West, shots were fired. Police, who were called to the scene shortly after midnight, found Allen outside an apartment with at least one gunshot wound. Officers noted multiple bullet holes that appeared to have come from inside the apartment. Emergency medical care was provided, and Allen was transported to a local hospital, where he died from his injuries. Evidence at the scene indicated that Allen had been outside the apartment when he was shot, and police stated there were no signs of forced entry.
LaShawn Denise Bagley was taken into custody at the scene. She was arrested on suspicion of murder and felony discharge of a firearm. Bagley was initially arrested and later released while the investigation continued, during which time she left Utah. She was subsequently re-arrested in Fort Bend County, Texas, on a fugitive warrant. The case took a significant turn when, in January 2024, a judge dismissed the murder charge against Bagley, ruling that she was justified in the shooting. Testimony during a hearing indicated Allen was trying to get into the apartment to retrieve his property.
