In the early morning hours of July 20, 2008, a 15-year-old Black male named Jakeem Tully was standing with a group of young men in front of a 24-hour store on Albany Avenue in Hartford, Connecticut. Shortly after 2 a.m., a vehicle carrying several individuals drove by, and one of the occupants opened fire on the group.
