On a summer afternoon in Hartford, Connecticut, the life of 34-year-old Jorge Luis Alicea was tragically cut short. On July 11, 2019, at approximately 1:30 p.m., the city's Shot Spotter system and several 911 calls alerted police to gunfire behind Bulkeley High School. Responding officers discovered Alicea on the ground with a gunshot wound. First responders administered CPR at the scene before rushing him to Hartford Hospital, where he succumbed to his injuries shortly after arrival.
The investigation into the brazen daylight shooting was aided by city surveillance footage and information from the local neighborhood. This evidence quickly led investigators to identify the vehicle and individuals involved in the homicide. The investigation revealed that Alicea was acquainted with the suspects. In the weeks that followed, the Hartford Police Department made a series of arrests in connection with the fatal shooting.
The first to be taken into custody was 28-year-old Taichany Osorio, who was charged with conspiracy to commit murder. Soon after, 23-year-old Cynthia Cruz was arrested and charged with murder. A third suspect, 27-year-old Luis Rivera, was later apprehended and charged with conspiracy to commit murder. Both Osorio and Cruz were held on a $1 million bond.
The legal proceedings took an unexpected turn in September 2023, more than four years after Alicea's death. The case against Cynthia Cruz, who was facing charges of first-degree manslaughter with a firearm, came to an abrupt halt when the key prosecution witness failed to appear in court to testify. This witness, who had reportedly expressed significant concerns for her safety, was the sole individual expected to testify that Cruz was the shooter. As a result of the witness's failure to appear, the charges against Cruz were dismissed, though the judge left open the possibility of a retrial in the future.
