On a summer afternoon in Hartford, Connecticut, the life of 34-year-old Jorge Luis Alicea was tragically cut short. On July 11, 2019, at approximately 1:30 p.m., the city's Shot Spotter system and several 911 calls alerted police to gunfire behind Bulkeley High School. Responding officers discovered Alicea on the ground with a gunshot wound. First responders administered CPR at the scene before rushing him to Hartford Hospital, where he succumbed to his injuries shortly after arrival.
