In the late hours of a cold Wednesday night in Hartford, Connecticut, on December 1, 2021, the life of 22-year-old Devonte Downer, a Black male, was tragically cut short. The initial indication of trouble came around 11:20 p.m. when the city's ShotSpotter system detected gunfire in the vicinity of Enfield Street. Hartford police officers promptly responded to the alert, canvassing the area in search of any evidence of a shooting, but their initial search came up empty.
