In the small city of Helena-West Helena, Arkansas, a young man's life was cut short on May 17, 2018, following a dispute that turned deadly. Dominique Otey, a 22-year-old Black male, was fatally shot in an incident that unfolded around 3:30 p.m. on Elm Street. An argument had escalated into a physical altercation, during which one of the individuals involved produced a firearm and shot Otey.
He was rushed to Helena Regional Medical Center, but tragically succumbed to his injuries.
The investigation into the shooting quickly led authorities to identify four individuals as suspects in connection with Otey's death. These included Devonta Higgins, Tommy Higgins, Diamond Higgins, and a juvenile whose name was not publicly released. In the immediate aftermath, law enforcement was able to take Devonta Higgins into custody. Diamond Higgins and the juvenile suspect were also brought in for questioning but were subsequently released; however, officials indicated that charges could still be filed against Diamond Higgins at a later time.
While three of the four suspects were accounted for, Tommy Higgins remained at large. Believing he might attempt to flee to Alabama or Tennessee where he had family connections, authorities issued a nationwide alert for his apprehension. The vehicle used by the suspects was later discovered at the residence of Tommy Higgins' mother. As the investigation continued, the community was left mourning the loss of a young life and hoping for the final suspect to be brought to justice.
