On May 18, 2023, at approximately 4:25 a.m., Houston police officers responded to a shooting at an apartment complex located at 5901 Selinsky Road in southeast Houston. Upon arrival, they discovered 35-year-old Otis Keith Parker Jr. unresponsive in the driver's seat of a vehicle that appeared to have been involved in a crash. A female passenger was present but uninjured. Paramedics pronounced Parker deceased at the scene, having suffered at least one gunshot wound.

Investigations revealed that Parker had been transporting two women, including 21-year-old Quitiana Rene Taylor, from Baton Rouge to Houston. The women were reportedly carrying cash earned from dancing. During the journey, a plan was orchestrated to rob Parker of at least $1,500. Text messages exchanged between the conspirators, including 21-year-old Harris County detention officer Jarrell Tavon Wheeler, indicated coordination of the robbery while Wheeler was on duty. Wheeler allegedly left work early to participate in the ambush at the apartment complex.

On June 29, 2023, Wheeler was arrested during his shift at the Harris County Jail and charged with capital murder and aggravated assault with a deadly weapon. Subsequent arrests included Taylor on July 3 and 20-year-old Mariah Corinthian Green on July 10. All three were charged with capital murder and aggravated assault in the 228th State District Court. The fourth suspect, 21-year-old Jamal Ray Brown, identified as the alleged shooter, was fatally shot by Harris County Sheriff's Office deputies on July 12 while they were attempting to serve an arrest warrant.

The Houston Police Department's investigation concluded that the motive behind Parker's murder was robbery. The coordinated efforts of the suspects, including a law enforcement officer, underscore the premeditated nature of the crime. The arrests and charges brought against the individuals involved reflect the commitment of law enforcement agencies to bring justice to the victim and his family.
