On October 13, 2023, in El Paso, Texas, a longstanding neighbor dispute escalated tragically, resulting in the death of 62-year-old James Stephon Burton. The incident occurred in the 7600 block of Parral Drive in the Lower Valley area. According to police reports, 68-year-old Mario Velazquez Lechuga, who had a history of conflicts with Burton, exited his residence that morning and approached Burton and another neighbor, 54-year-old Joseph Carter.
Without provocation, Velazquez began shooting at them, fatally wounding Burton and injuring Carter. A third neighbor, 65-year-old Ernesto Sanchez, was also shot at but was not hit.
Emergency responders transported both Burton and Carter to a local hospital, where Burton succumbed to his injuries. Carter was initially admitted for treatment but, unfortunately, passed away a week later due to complications from the gunshot wounds.
Authorities arrested Velazquez at the scene. He was initially charged with murder and held on a $500,000 bond. Following Carter's death, Velazquez faced additional charges, including two counts of aggravated assault with a deadly weapon, each carrying a $100,000 bond. The District Attorney's office is considering enhancing the charges to capital murder, given the deaths of both Burton and Carter.
The motive behind Velazquez's actions appears rooted in a history of disputes with his neighbors, particularly Burton. However, specific details about the nature of these disagreements have not been disclosed by investigators. The case has left the community in shock, mourning the loss of two residents and grappling with the violent culmination of a neighborly feud.
