On December 6, 2023, at approximately 6 p.m., Garland Police Department officers responded to a report of a male subject lying in the street in the 3900 block of Roanoke Drive, Garland, Texas. Upon arrival, they discovered 15-year-old Russell Deangelo Jefferson, who had sustained gunshot wounds to the cheek, neck, and chest. Despite immediate medical attention, Jefferson was transported to a local hospital where he was later pronounced deceased.
Investigators quickly identified 18-year-old Cesar Rocha of Dallas as the primary suspect in the shooting. Rocha voluntarily came to the police station for an interview, during which he was arrested and charged with murder. He was booked into the Garland City Jail without bond.
According to the arrest affidavit, Jefferson and Rocha had arranged to meet through a social media platform, purportedly for a drug transaction. During the encounter, an altercation ensued, leading Rocha to discharge his firearm multiple times, striking Jefferson. Russell Jefferson, affectionately known as "RJ," was a sophomore at South Garland High School, where he was a rising athlete on the junior varsity football team, playing as a defensive lineman with aspirations of joining the NFL. He was remembered as a loving son, grandson, brother, and friend to many. His untimely death has left a profound impact on his family, friends, and the Garland community.
