On August 15, 2023, at approximately 4:43 a.m., Long Beach Police Department officers responded to reports of a shooting in the 3400 block of Andy Street. Upon arrival, they discovered 36-year-old Michael Alex Toloai with gunshot wounds to his upper body. Paramedics from the Long Beach Fire Department arrived shortly thereafter and pronounced Toloai deceased at the scene.
The Los Angeles County Department of Medical Examiner later confirmed that Toloai died from a gunshot wound to the head, classifying the manner of death as homicide. Initial investigations indicated that Toloai was homeless at the time of his death.
Following a thorough investigation, Long Beach homicide detectives identified 40-year-old Justin Jackson, a resident of Los Angeles, as a suspect in Toloai's murder. Detectives believe that Toloai and Jackson were acquaintances and that the motive for the crime stemmed from a dispute between them.
On September 5, 2023, Special Investigations Detectives located and arrested Jackson near the 11000 block of Hoover Street in Los Angeles. He was booked on charges of murder and being a felon in possession of a firearm, with bail set at $3 million. The investigation remains ongoing as authorities continue to gather information regarding the circumstances surrounding Toloai's death.
