On January 8, 2024, at approximately 7:10 p.m., 16-year-old Elmer Quintanilla and a 17-year-old friend were walking near the 13000 block of Carl Street in Pacoima, California, after playing basketball with younger children. A silver Dodge Charger approached them, and after a brief conversation, the front-seat passenger exited the vehicle and opened fire.
