In the late morning of August 2, 2023, a tragedy unfolded on the 400 block of St. Joseph Street in Lancaster, Pennsylvania, that cut short the life of 31-year-old Johan G. Parra Rodriguez. Parra, a man of Dominican ethnicity, was found deceased next to a parked vehicle just before noon, the victim of a fatal gunshot wound to the back. What began as a plan for a robbery swiftly escalated, leaving a family to grieve and a community in shock.
The subsequent investigation by the Lancaster
Bureau of Police moved quickly, aided by surveillance footage from the Lancaster Safety Coalition. This footage captured two individuals, dressed in black with firearms concealed in their sweatshirts, walking toward and then fleeing the scene of the crime. These two individuals were soon identified as 18-year-old Jayziah Echevarria and 15-year-old Jomar Santos. Investigators apprehended both suspects at a residence on the 500 block of West Vine Street, where a search yielded three 9mm handguns and two black sweatshirts matching those seen in the surveillance video.
During interviews with law enforcement, Echevarria revealed the motive behind the tragic event. He informed investigators that the plan, initiated by Santos, was to commit a robbery. The intention was for Santos to feign a marijuana purchase from another individual who was in the vehicle with Parra. At the opportune moment, Santos was to pull out a firearm and rob both occupants. However, the situation spiraled out of control, leading to Santos fatally shooting Parra.
Both Jomar Santos and Jayziah Echevarria were charged as adults in the murder of Johan Parra. The charges against them included criminal homicide, robbery, and various firearms violations. In April of the following year, Jomar Santos, the shooter, entered a guilty plea to third-degree murder, robbery, reckless endangerment, and two firearms violations. He was subsequently sentenced to a prison term of 17 to 34 years. Shortly after, in June, Jayziah Echevarria also pleaded guilty to third-degree murder, robbery, criminal conspiracy, reckless endangerment, and two firearms violations. Despite not being the one who pulled the trigger, his involvement in the deadly plot resulted in a prison sentence of up to 28 years.
