Kinsey as the primary suspect in Hooker's murder. On February 2, 2024, Kinsey was apprehended by the U.S. Marshals Service in the 1200 block of Franklin Street in Goldsboro. He was arrested without incident and subsequently charged with first-degree murder, attempted first-degree murder, and discharging a weapon into occupied property. Kinsey was held without bond at the Wayne County Detention Center.
In addition to the charges related to Hooker's death, Kinsey faced several outstanding orders for arrest and probation warrants, including driving while license revoked, expired registration, driving while impaired, civil revocation, and two counts of misdemeanor probation violation.
