In the late evening of a summer day in Richmond, Virginia, the life of 18-year-old Terrance Willis, Jr. was tragically cut short. On Monday, July 24, 2023, Richmond Police officers were called to the 1300 block of Saint James Street around 10:41 p.m. following reports of a shooting. Upon their arrival, they discovered the young male unresponsive, having sustained a gunshot wound. Despite the efforts of first responders, Terrance Willis, Jr. was pronounced dead at the scene.
The investigation into the death of the Henrico teenager, who was remembered by his family as a beloved big brother with plans to attend Virginia State University, moved forward in the days that followed. Less than a week after the fatal shooting, the Richmond Police Department announced the arrests of two suspects in connection with the homicide.
On July 31, 2023, authorities confirmed that they had taken two Richmond men into custody. Rasheed Fleming, who was 22 years old at the time, and 19-year-old Sherron Noel were both charged with conspiracy to commit murder. Noel faced an additional charge of shooting inside of an occupied vehicle. Following their arrests, both men were held pending their court appearances. Additional charges were said to be pending as the investigation continued.
