In the late morning hours of a December day, just four days before Christmas in 2023, the life of 18-year-old Rey’ll Parks of Hampton, Virginia, was tragically cut short by gunfire. The fatal shooting occurred in Newport News, near the intersection of 74th Street and Roanoke Avenue, shattering the calm of the neighborhood.
