In the evening hours of Valentine's Day, a sense of tragedy unfolded in the parking lot of the Ashburn Meadows apartment complex. It was here that 19-year-old Michai Dandridge-Carter of Sterling was found with a fatal gunshot wound. On February 14, 2024, at approximately 7:19 PM, the Loudoun County Sheriff's Office responded to 9-1-1 calls reporting the sound of a gunshot and an unresponsive person in the 44400 block of Keller Square.
Upon their arrival, deputies discovered Dandridge-Carter in the parking lot, where he was pronounced deceased at the scene.
The investigation into the death of Michai Dandridge-Carter quickly identified a suspect. The Loudoun County Sheriff's Office sought the public's assistance in locating Rashaun D. Owens. A warrant was issued for Owens's arrest, with authorities cautioning that he should be considered armed and dangerous. The search for Owens concluded when he turned himself in to authorities at the Loudoun County Adult Detention Center on the afternoon of February 26, 2024.
Following his surrender, Rashaun D. Owens was taken into custody and faced multiple charges in connection with the death of Dandridge-Carter. These charges include second-degree murder, use of a firearm in the commission of a felony, and attempted robbery with a firearm. The investigation into the incident remains ongoing, and authorities have encouraged anyone with additional information to come forward and contact the Loudoun County Sheriff's Office.
