In the early evening of September 24, 2023, tragedy struck in a parking lot near Bream Road in North Charleston, South Carolina, where 19-year-old Quindaris Washington-Russ was discovered bleeding from a gunshot wound. Patrolling officers found him at approximately 7:27 p.m. and rendered aid until he could be transported to the Medical University of South Carolina.
