In the spring of 2023, the life of 22-year-old Jeffery Lamont Brooks, Jr. was tragically cut short in what began as a dispute over a small amount of money. A lifelong resident of Baltimore, Maryland, and a U.S. Army Reservist, Jeffery was described by his family as a hardworking man with his whole life ahead of him, including plans to marry and advance his career.
He was born on January 19, 2001, to Jacqueline and Jeffrey Lamont Brooks, Sr.
The last time Jeffery's father spoke to him was on March 22, 2023. Concern grew when Jeffery, who worked as a bus attendant, did not show up for his job and was not answering his phone. His family reported him missing to the Baltimore Police on March 23, 2023, mentioning they had heard he was in a fight with his roommate the previous night. When Jeffery's girlfriend went to the apartment he shared with his roommate, she noticed the carpet was wet.
The investigation quickly focused on his roommate, 24-year-old Markis Russell, who was also a U.S. Army Reservist. After being taken into custody the day after the missing person report was filed, Russell gave a full confession to police. He admitted to arguing with Jeffery over approximately $300, an altercation that he claimed turned physical, with Jeffery allegedly brandishing a knife. Russell then shot Jeffery in the head. Following the murder, Russell attempted to clean the crime scene and moved Jeffery's body from their home on Mary Avenue.
On the night of March 24, 2023, police, guided by Russell's confession, located Jeffery's body inside his own Subaru, which had been left in the back of a property on Harford Road. He had sustained a fatal gunshot wound. The Baltimore Police Department credited the family's active participation and cooperation for the swift resolution of the case.
Markis Russell was subsequently charged with the murder of Jeffery Brooks, Jr. In May of the following year, he accepted a plea deal for second-degree murder and a firearm offense. On October 30, 2024, a Baltimore City Circuit Court judge sentenced Russell to 40 years in prison. He is also required to serve five years of supervised probation upon his release.
