On the evening of January 31, 2024, 32-year-old Joel Chino Silva, a male of Latino descent, was walking in Seattle's Chinatown-International District, reportedly on his way home. At approximately 8 o'clock, near the city's Navigation Center on 12th Avenue South, the sound of gunshots echoed through the street. An eyewitness in the vicinity heard the shots and sought cover, but did not see Silva. Joel was discovered lying on the sidewalk, having sustained a fatal gunshot wound.
