On the evening of January 31, 2024, 32-year-old Joel Chino Silva, a male of Latino descent, was walking in Seattle's Chinatown-International District, reportedly on his way home. At approximately 8 o'clock, near the city's Navigation Center on 12th Avenue South, the sound of gunshots echoed through the street.
