In the early morning hours of Sunday, December 17, 2023, the quiet of rural Seward County, Kansas, was broken by a call reporting a gunshot victim. Responding to the property at 15750 Green Hill Road, Seward County Sheriff's deputies, along with EMS and Rural Fire personnel, discovered a grim scene. There, they found 39-year-old Hispanic male, Jose Luis Rios-Favela of Liberal, suffering from gunshot wounds.
