Brandon Whaley, a 15-year-old from Jacksonville, Florida, was tragically shot and killed on October 28, 2009, in the northwest part of the city. On the night of his death, Brandon was speaking on the phone with his younger sister, who heard the sound of gunfire and him collapsing.
