In the late afternoon of Halloween in 2023, tragedy struck in the Latonia neighborhood of Covington, Kentucky. Patrick Eugene Sand, a 51-year-old male, was fatally shot on Church Street. The incident, which unfolded at approximately 3:30 p.m., also left a female victim injured. She was subsequently transported to the University of Cincinnati Medical Center for medical attention. Sand, however, was pronounced dead at the scene of the shooting.
