In the late afternoon of Halloween in 2023, tragedy struck in the Latonia neighborhood of Covington, Kentucky. Patrick Eugene Sand, a 51-year-old male, was fatally shot on Church Street. The incident, which unfolded at approximately 3:30 p.m., also left a female victim injured. She was subsequently transported to the University of Cincinnati Medical Center for medical attention.
Sand, however, was pronounced dead at the scene of the shooting.
Responding to a call described as 'unknown trouble,' Covington Police arrived in the 4000 block of Church Street. As they were responding, shots were fired. Upon their arrival, they discovered Sand and the injured woman. The investigation into the double shooting led to the swift identification and arrest of a suspect.
Robert Hartman, a 32-year-old resident of Covington, was taken into custody in connection with the shooting. He was subsequently charged with murder and lodged in the Kenton County Detention Center. The police have encouraged anyone with additional information regarding the incident to come forward and contact either Detective Adkisson or Cincinnati/NKY Crime Stoppers.
