In the crisp autumn air of October 7, 2023, a life was tragically cut short in Gresham, Oregon. Justin "Smurf" Graver, a 42-year-old White/Caucasian male, found himself in a fatal altercation in the parking lot of the Highland Fair Center near Southeast Powell Boulevard and 182nd Avenue. An argument with another man escalated, shattering the evening peace with the sound of gunfire. When police responded to the scene, they discovered Graver deceased from multiple gunshot wounds, lying on the pavement near his car.

The investigation into Graver's death swiftly identified a suspect, 32-year-old Devin Rose. Surveillance footage from the shopping center captured the heated exchange between the two men before Rose opened fire on Graver. After the shooting, Rose fled the scene in a white SUV. A crucial piece of evidence emerged when residents of a nearby apartment complex reported a suspicious garbage bag left on their porch. Inside, detectives found a gun, a white shirt, a hat, red shoes, and a bottle of bleach. The firearm was a direct match to the 14 shell casings recovered at the crime scene, and the distinctive red shoes also linked Rose to the murder.

Further investigation led detectives to the abandoned white SUV, which was traced to an associate of Rose. Inside the vehicle, they found Rose's driver's license and mail addressed to him, solidifying the case against him. Based on this evidence, Devin Rose was arrested and charged with the murder of Justin Graver. In September 2024, a Multnomah County jury found Devin Rose guilty of second-degree murder and one count of being a felon in possession of a firearm. Consequently, Rose was sentenced to life in prison with the possibility of parole after 25 years. He was subsequently transferred to the Oregon Department of Corrections to begin serving his sentence.
