Maxie Douglass Rallings Jr., affectionately known as "Smokey," was born on February 6, 1971, in Chicago, Illinois, to parents Velma Mullins and Maxie Rallings Sr. He pursued his education through the Chicago Public School system and later attended Ball State University, where he earned a bachelor's degree in Communication History and Child Psychology. Professionally, Maxie contributed his skills to companies such as Carl Buddig and National Pasteurized Eggs.
