In the late hours of a Sunday evening in Indianapolis, a violent encounter cut short the life of 25-year-old Rosalba G. Torres Arceo. On November 19, 2023, what should have been an ordinary night turned tragic near the intersection of West 29th Street and Dr. Martin Luther King Jr. Street. Arceo, a Hispanic female, was behind the wheel of a car when gunfire erupted. She was fatally wounded and pronounced dead at the scene.
