In the late hours of a Sunday evening in Indianapolis, a violent encounter cut short the life of 25-year-old Rosalba G. Torres Arceo. On November 19, 2023, what should have been an ordinary night turned tragic near the intersection of West 29th Street and Dr. Martin Luther King Jr. Street. Arceo, a Hispanic female, was behind the wheel of a car when gunfire erupted.
She was fatally wounded and pronounced dead at the scene.
The incident also claimed the life of her passenger, 22-year-old David Lee Swanigan. Indianapolis Metropolitan Police Department officers responded to reports of a shooting at a gas station shortly before 11 p.m. Upon arrival, they discovered the two victims inside a vehicle that had collided with a sign. Evidence at the scene, including multiple shell casings found at the southwest corner of the intersection, suggested that one of the victims had attempted to flee the assault by driving away before crashing.
