In the warm evening of June 10, 2016, in Phoenix, Arizona, a young Hispanic man named Manuel Castro-Garcia, aged 19, sat in his car in front of a friend's house near 65th Avenue and Coronado Road. His life was abruptly and tragically cut short in a seemingly random act of violence that would later be connected to a larger, more terrifying series of events that had been plaguing the city.
