On October 6, 2017, Alfredo Palencia, a 26-year-old tow truck driver, was fatally shot while performing his job at an apartment complex near 32nd Street and McDowell in Phoenix, Arizona. Palencia was in the process of towing a vehicle when he was confronted by Billy Wayne West Jr., a 27-year-old man whose vehicle was being towed.
