In the winter of 1997, the life of a young African-American woman, 21-year-old Latisha Thomas, was tragically cut short in Washington, D.C. On the morning of Monday, December 8th, police responded to a call about an unconscious person in an alley. Behind a row of buildings in the 3200 block of 15th Place SE, they made a grim discovery.
