On October 9, 1969, Patrolman Francis T. Schneible of the Dover Police Department responded to a shoplifting incident in downtown Dover, Delaware. The manager of a Woolworth store had apprehended a man stealing a $3.00 pair of underwear and pursued him to an abandoned house at 426 Loockerman Street.
