Jermaine Goins, a 19-year-old Black male from Wilmington, Delaware, was shot and killed on August 4, 2013. As the late-summer evening settled in, multiple 911 calls drew officers to the 700 block of West 5th Street, where the parking lot of a neighborhood community center had fallen unnervingly quiet.
