Jordaan Brummell, a 26-year-old Black / African American male from Millsboro, Delaware, died on June 4, 2024, after a shooting on Saint Thomas Boulevard in Millsboro. Police said officers from the Millsboro Police Department and Delaware State Police were called to the area around 10:47 a.m. and found Brummell suffering from a gunshot wound. Officers began life-saving efforts at the scene before he was taken to an area hospital, where he died from his injuries.
Investigators described
the case as a homicide and said the Millsboro Police Department requested that the Delaware State Police Homicide Unit take over because of the seriousness of the investigation. Early findings pointed to a direct encounter between Brummell and the alleged shooter. According to police accounts reported by multiple outlets, the suspect approached Brummell with a firearm and began shooting, striking him before fleeing the scene in a vehicle.
Authorities identified the suspect as 19-year-old Malachi Waters of Millsboro. A short time after the shooting, detectives spotted the suspect vehicle. With help from the Delaware State Police Special Operations Response Team, troopers stopped the vehicle in Delmar near the Delaware-Maryland line. Police said Waters then ran from the stop, crossing into Delmar, Maryland, where he was quickly apprehended.
Waters was later extradited back to Delaware on June 10, 2024. After his return, he was taken to Delaware State Police Troop 4, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $1,060,000 cash bond. Police said he was charged with first-degree murder and possession of a firearm during the commission of a felony.
Publicly available reports did not show a trial outcome or conviction. After Waters’ arrest and extradition, Delaware State Police said the Homicide Unit continued investigating the shooting and asked anyone with information to contact investigators.
