On April 20, 1903, Police Officer John Baxter, a White male aged approximately 42–43, was tragically killed in Rawlins, Wyoming. Officer Baxter served with the Rawlins Police Department and was responding to a call alongside Lieutenant Thomas Kling regarding gunfire reported at a local store. The store was owned by Frank J.
