On April 20, 1903, a White male Thomas J. Kling, a lieutenant with the Rawlins Police Department, was shot and killed in Rawlins, Wyoming after he responded to reports of gunfire at a local store. City Marshal John Baxter also responded and was fatally shot. Records describe the store owner as a man who had long antagonized neighbors and police and prepared an ambush for responding officers. When the officers entered, Thomas J. Kling was struck and killed by rifle fire.
