On the night of December 30, 2015, John Randall Veach, a 39-year-old White male from Fort Collins, Colorado, was confronted by Rawlins police in the parking lot of a Kum & Go gas station in Rawlins, Wyoming.
Officers had responded to reports that the 39-year-old male might be trying to sell marijuana to customers, and they approached his pickup as the winter wind pushed across the open lot.
Within minutes, gunfire split the quiet.
