On March 4, 1954, Patrolman Jack Norwood Jernigan of the Cheyenne Police Department responded to a disturbance at a local restaurant alongside two Air Force policemen. During the encounter, the suspect attempted to seize one of the officers' weapons. Demonstrating quick reflexes and concern for his colleagues, Patrolman Jernigan pushed the Air Force policeman out of harm's way and drew his own weapon.
