On March 4, 1954, in Cheyenne, Wyoming, Patrolman Jack Norwood Jernigan, a White male, age 29, responded with two Air Force policemen to a disturbance at a local restaurant around 10:30 p.m. Accounts describe a volatile scene in which officers were attempting to calm a man who had become upset with a waitress.
