Andrew Lamont Pugh, an African-American/Black male, was shot in the early hours of Wednesday, December 27, 2006, on the 2600 block of Birney Place SE in Washington, D.C. At about 2:40 a.m., gunfire broke the quiet of the Congress Heights neighborhood, and Pugh collapsed in front of 2651 Birney Place SE.
