On a fall evening in the nation's capital, a life was tragically cut short. Ricardo Francis was in front of a residence on 6th Street, SE in Washington, D.C., on Wednesday, October 1, 2008, when he was fatally shot. The incident occurred at approximately 10:45 p.m., shattering the quiet of the night and leaving a community in shock.
