On August 17, 2013, Javar Robert Allen, age 29, was discovered shot multiple times in the rear of the 1500 block of 23rd Street, SE, Washington, D.C. The shooting occurred at approximately 12:25 a.m. when officers from the Metropolitan Police Department (MPD) responded to a call of a shooting in the area. When they arrived, they found Allen suffering from multiple gunshot wounds, and he was pronounced dead shortly afterward.
