In the early morning hours of a cold December day in Northeast Washington, D.C., the sound of gunshots shattered the predawn quiet. On December 22, 2013, at approximately 4:13 a.m., officers from the Fifth District responded to reports of gunfire in the 1300 block of Saratoga Avenue, Northeast. Upon their arrival, they discovered a grim scene: two men suffering from gunshot wounds.
