In the early hours of a Sunday morning in Washington, D.C., violence shattered the quiet of a neighborhood. William Arthur Wells Jr., a 39-year-old Black man, was in the 200 block of 55th Street, NE, on May 29, 2016, when gunfire erupted at approximately 1:30 a.m. When police responded to the reports of the shooting, they found Wells suffering from gunshot wounds. Despite the efforts of emergency responders, he was pronounced dead at the scene.
