In the late morning of February 11, 2015, a violent encounter on the streets of Milwaukee, Wisconsin, forever altered the course of a young man's life. Ryan Rompre, a 24-year-old Caucasian male, was a passenger in a vehicle near the intersection of Sherman and Roosevelt. Around 11:00 a.m., another car pulled alongside, and without warning, gunfire erupted.
