On a summer evening in Milwaukee, Wisconsin, the life of a 44-year-old Black woman, Tracey Howard, was tragically cut short. On June 28, 2015, Howard was standing outside of her home near North 35th Street and West Wright Street when the sound of gunfire erupted shortly before 9:00 p.m. In the ensuing chaos, she was struck by a bullet.
