A VDOT employee discovered a dismembered human body in two green trash bags and a cardboard box on US RT.211 On March 15, 1988, the remains of 30-year-old Steven J. Kroll were discovered along U.S. Route 211 in Luray, Virginia. His dismembered body was found in two green trash bags and a cardboard box, left approximately 25 feet off the side of the road.
