On the night of September 19, 2011, a life was tragically cut short in an alley in Richmond, Virginia. Thomas Earl Kelly, a 31-year-old African-American man, was found shot to death in the 1100 block of North 20th Street. The call came in to Richmond Police shortly before 10:30 p.m., reporting a shooting in the city's Church Hill neighborhood.
