Rashul Isaacs, a 28-year-old resident of Philadelphia, was murdered in the early hours of March 30, 2014. The incident occurred on the 1200 block of South 35th Street, where Philadelphia Police Officers responded around 2:57 a.m. after reports of gunfire.
