Terrence Campbell, a 36-year-old African-American man, was shot and killed in Portland, Oregon, in the predawn dark of October 11, 1997. Around 4:20 a.m., on the 800 block of Northwest Davis Street, an alleged drug deal unfolded beside a small white car. Witnesses later told police the potential buyer—a white male riding in the passenger seat—produced a gun and fired, striking the 36-year-old male before the vehicle sped away.
