On April 23, 1996, Francis Espy, a 29-year-old resident of Cincinnati, Ohio, was tragically shot and killed during an altercation. The incident occurred at 1331 Vine Street, a known address in Cincinnati's Over-the-Rhine neighborhood, an area that has seen its share of challenges over the years.
