Jeff Thomas, a 33-year-old man from Dayton, Ohio, was murdered on August 26, 2003, in what was determined to be a meticulously planned "murder-for-hire" operation. The motive for the crime revolved around Thomas's involvement as a police informant and connections to individuals involved in drug trafficking. The plan was devised by Justin Bach, who hired Kevin Hubbard to carry out the murder for a payment of $40,000.
Hubbard, along with Schawn Little, lured Thomas to Dayton under the pretense of committing a robbery. Once they arrived in a remote, wooded area, Hubbard shot Thomas in the back of the head, leaving his body behind while they fled the scene. The vehicle used, which belonged to Thomas’s father, was later abandoned, and the men hitchhiked back to Middletown, Ohio, to complete their escape.
The involvement of Bach and Hubbard in Thomas's murder was closely linked to their drug operations. Testimonies revealed that Bach and Hubbard had planned and received advance payments for the murder, with the idea initially conceived in Butler County, Ohio. Bach received $5,000 in advance for the job, with the balance paid after the act. The aim of this murder was to eliminate Thomas as a perceived threat, as he had become entangled with law enforcement activities that could have jeopardized the larger drug enterprise.
The investigation and subsequent trial proceedings spanned several years. A key element of the legal proceedings involved establishing venue, as different parts of the crime took place in multiple counties. The planning and initial actions occurred in Butler County, while the murder itself took place in Montgomery County. Despite challenges to venue by the defendants, it was determined that legal jurisdiction covered both counties due to the interconnected criminal acts across these locations.
